Matt, you could take photos of lightning with any camera, but to take high quality photos of a professional calibur, consider investing in a mid to high-quality Digital SLR. The middle range models are priced at around 1200-1500$ while the high end ones are over 2000$.
I started out with very crappy cameras and eventually worked my way up to the higher end models when I needed to. Don't over-buy. Look for a camera that will only give you the options you want.
